Implementation checklist

I would keep the design simple: capture baseline data consistently, map findings to standard recommendations, assign follow-through tasks with one owner, use reporting to drive training, and keep the product/evaluation database clean enough to trust. That is the real program. Everything else is commentary, and commentary does not close out open items.
